A New Collaborative Platform Brings Industry Leaders Together as One Team
The Japan Trust & Safety Association (Representative Director: Takeaki Kanaya, hereinafter “JTSA”) announced today, August 26, 2026, the official establishment of the Japan Anti-Scam Alliance (hereinafter “JASA”) at the Anti-Scam Conference Japan 2026.
JASA aims to build a collaborative platform for online scam countermeasures in Japan through “One Team” cooperation that transcends the boundaries of companies, industries, and government. Through collaboration with partners in Japan and around the world, we will foster the mutual exchange of knowledge and insights, while sharing Japan’s experience and practices across Asia and globally, contributing to the advancement of international efforts to combat online scams.

Faster than Scam.
In 2025, online-scam-related damage in Japan reached a record high, with 43,000 recognized cases and total losses of 324.1 billion yen (National Police Agency announcement, 2026).
Online scams span multiple businesses and industries — from initial contact via SNS, advertisements, or phone calls, to redirection to closed environments and final remittance. As long as countermeasures remain confined to individual companies or services, scam groups will continue to exploit these gaps, and damage will not decrease.
To disrupt the online scam supply chain (contact, redirection, settlement, and remittance), JASA serves as a neutral, non-profit collaborative platform that brings together stakeholders across industry boundaries, including telecommunications, advertising, finance, and security businesses, consumer organizations, specialized agencies, academia, and relevant government ministries.
We aim to create a “One Team” structure that transcends industry and organizational boundaries (One Team, Next Move), turn declarations into concrete action (From Alliance to Action), and stay ahead of the rapidly evolving scam landscape (Faster than Scam).

- From Entry to Exit: We view the entire process — from the entry points through such as advertisements and social media to the exit points of settlement and remittance — as a single chain, addressing it through cross-industry collaboration.
- Open Collaboration: We foster an open and flexible alliance that respects and complements the existing initiatives led by industry groups and government ministries.
- Connection with the Global Community: We connect domestic and international expertise seamlessly by collaborating with global anti-scam networks.

- International cooperation: Strengthening early detection of emerging overseas scam methods and contributing to international efforts to deter scams.

JASA is a neutral, non-profit collaborative platform dedicated to advancing online scam prevention across industries. Supporting companies endorse the alliance’s purpose and contribute to its activities while respecting its neutrality and commitment to the public interest. JASA does not engage in activities or provide recommendations for the benefit of any specific company, product, or service.
In addition to financial support, supporting companies will actively contribute their expertise, technical knowledge, and practical experience to share knowledge, analyze emerging issues, and develop and evaluate countermeasures against online scams. JASA aims to contribute to the advancement of online scam countermeasures for society as a whole by gathering knowledge from diverse industries.

Furthermore, JASA has agreed to begin a dialogue with the Industry Accord Against Online Scams & Fraud, an international voluntary framework signed by 11 major technology companies and related organizations at the UN Global Fraud Summit, held by the United Nations Office on Drugs and Crime (UNODC) in Vienna in March 2026.
■ Future Initiatives of JASA
In order to move online scam countermeasures from discussion to implementation, JASA will launch the following initiatives in sequence.
- Launch of Signal Sharing Pilot Program
- JASA will test methods for sharing and using online scam signals, including fraudulent accounts, fake advertisements, scam sites, among participating companies and organizations, with the aim to build a practical framework to prevent harm across industries.
- From August 2026, JASA has been piloting a program to share scam advertisements and scam website signals provided by IIPPF through the Global Signal Exchange (GSE) platform, while examining how these signals can be analyzed and used for coordinated countermeasures across industries.
- Full-scale Start of Councils and Working Groups
- JASA will hold regular Council meetings to explore the “One Team” approach to problem-solving, bringing together the expertise of industry groups and companies.
- JASA will establish cross-sector working groups for specific scam methods and issues to share the latest trends, identify and organize issues, formulate best practices, and strengthen cooperation with relevant agencies.
- Launch of Scam Victimization Realities & Research Project
- In collaboration with domestic and international companies, research institutes, and government agencies, JASA will analyze the prevalence and victimization patterns of online scams, as well as the broader criminal ecosystem. JASA will build and share a body of knowledge that supports evidence-based policy recommendations and the development of effective countermeasures.
- Strengthening Cooperation with Domestic and International Relevant Agencies
- In addition to public and private stakeholders in Japan, JASA will collaborate with overseas industry groups and international organizations to share knowledge and best practices, thereby contributing to the advancement of online scam countermeasures in Japan and around the world.
