Following Google and Trend Micro, Meta joins the neutral, private-public framework to accelerate holistic defense against evolving cyber threats.
TOKYO, JAPAN — The Trust & Safety Association (JTSA), acting as the secretariat of the Japan Anti-Scam Alliance (JASA), is proud to announce that Facebook Japan G.K. (an affiliate of Meta Platforms, Inc. (“Meta”) has officially agreed to join JASA as a supporting partner.
JASA is a neutral, non-profit collaborative platform established to dismantle the increasingly sophisticated and automated infrastructure of online scams (covering touchpoints, illicit redirection, and payment systems). Rather than focusing on individual platforms, JASA drives a unified One-Team defense by breaking down silos among telecom carriers, ad networks, financial institutions, cybersecurity firms, and regulatory ministries.
With Meta’s Japan affiliate joining alongside founding partners Google Japan and Trend Micro, JASA’s cross-industry ecosystem enters a new phase in building a comprehensive digital shield for Japanese consumers.
■ Background and Strategic Objectives
Modern online threats, such as financial and investment scams via fraudulent advertising or social engineering, seamlessly migrate across state borders and various platform boundaries.
Combating these highly structured criminal operations requires a collaborative counter-network where major technology companies and key industries actively exchange actionable intelligence, rather than relying on isolated organizational defenses.
Moving forward, JASA will integrate its domestic operations with international counter-scam infrastructures, including the Global Signal Exchange (GSE) and the Global Anti-Scam Alliance (GASA), while maintaining close strategic alignment with Japan’s core organizations, such as the Japan Cybercrime Control Center (JC3) and the Japan Interactive Advertising Association (JIAA). Meta’s global intelligence capabilities and mitigation technologies will support the following pillars:
- Real-Time Cross-Platform Signal Exchange: Enhancing the detection and takedown of malicious infrastructure utilizing global channels like GSE.
- Structural Mapping of Scam Supply Chains: Co-developing practical solutions based on objective user journeys.
- Unified Public Awareness & Digital Literacy: Launching educational campaigns to shield vulnerable demographics from sophisticated online engineering.
JASA will present the coalition’s initial milestones and official kickoff at the upcoming Anti-Scam Conference Japan 2026, scheduled to take place on Wednesday, August 26, 2026, at the Google Tokyo Office in Shibuya.

In 2025, Meta removed over 159 million scam ads globally for violating our policies and continues to detect and disrupt increasingly complex scam networks in collaboration with industry partners, government and law enforcement agencies around the world, including Japan’s National Police Agency.
