~ A leader in generative AI joins the alliance. Industry collaboration through JASA takes another step forward. ~
TOKYO, JAPAN — The Japan Trust & Safety Association (JTSA), acting as the secretariat of the Japan Anti-Scam Alliance (JASA), is pleased to announce that OpenAI (OpenAI, U.S. / Japan presence: OpenAI Japan) has officially agreed to join JASA as a supporting partner.
JASA is a neutral, non-profit collaborative platform established to dismantle the increasingly sophisticated and large-scale online scam supply chain—from initial contact and redirection to payment and fund transfer. Rather than focusing on individual platforms, JASA drives a unified One-Team defense by breaking down silos among telecom carriers, ad networks, financial institutions, cybersecurity firms, and regulatory ministries.
With OpenAI joining JASA, we look forward to bringing additional expertise and technical insights in generative AI to the Alliance and further strengthening efforts to combat online scams in Japan.
■ The Collaboration between JASA and OpenAI
The rapid adoption of generative AI is bringing significant benefits to society. At the same time, however, it is increasing the risk that malicious actors will exploit AI to make existing scam tactics more efficient, sophisticated, and scalable. Addressing these evolving threats requires more than isolated defensive measures by individual organizations. It demands close collaboration across industry, with organizations sharing knowledge, threat signals, and cutting-edge technologies to strengthen collective resilience against online scams.
Moving forward, JASA will integrate its domestic operations with international counter-scam infrastructures, including the Global Signal Exchange (GSE) and the Global Anti-Scam Alliance (GASA), while maintaining close strategic alignment with Japan’s core organizations, such as the Japan Cybercrime Control Center (JC3) and the Japan Interactive Advertising Association (JIAA).
JASA will further strengthen the following initiatives through OpenAI’s participation
- Real-Time Cross-Platform Signal Exchange: Enhancing detection and instant takedown of malicious infrastructure using global channels such as GSE.
- Structural Mapping of AI-Enabled Scams: Mapping and structuring generative-AI-enabled scam tactics, and advancing AI-powered detection and countermeasures.
- Unified Public Awareness & Digital Literacy: Launching educational campaigns to shield vulnerable demographics from sophisticated online scams.
JASA will present the coalition’s initial milestones and official kickoff at the upcoming “Anti-Scam Conference Japan 2026,” scheduled to take place on Wednesday, August 26, 2026, at the Google Tokyo Office in Shibuya.
