2025年9月2日・3日にシンガポールで開催された Global Anti-Scam Summit (GASS) Asia 2025 において、一般社団法人トラスト＆セーフティ協会（JTSA）の理事・事務局長の田中清隆がパネルディスカッションに登壇いたしました。
当イベントを主催したGlobal Anti-Scam Alliance (GASA) は、世界各国の政府・企業・アカデミア・非営利団体が連携し、国際的なオンライン詐欺対策を推進する非営利組織です。オンライン詐欺の脅威に対して国境を越えた協力を実現することを目的とし、シグナル共有や共同研究、国際会議の開催などを通じて、実効性ある取り組みを展開しています。
JTSAは、日本初の GASA Associated Organization として、国内外のオンライン詐欺対策をつなぐハブとなることを目指し活動を進めています。その一環として、今回のイベントに参加しました。
田中は2日目に行われた「Safety by Design」をテーマとするワークショップ内のパネルに参加し、日本における産官学連携の取り組みを紹介しました。具体的には、オンライン詐欺からユーザーを守るために、サービスや事業の設計段階から対策を組み込む「Trust & Safety by Design」の考え方の普及を行なっていることや、総務省が主導しJTSAも参画する Digital Positive Action における業界連携型リテラシーキャンペーンの事例について発表しました。
本サミットには、世界各国から政府関係者、テクノロジー企業、学術機関、非営利団体のリーダーが集まり、オンライン詐欺対策という共通課題に向けて知見を交換しました。参加者との意見交換においては、オンライン詐欺対策における日本発の知見発信（高齢者の被害抑止、コンテンツIPの悪用対策等）への期待を感じました。
また、どのセッションにおいても 「業界連携の必要性」 が強調されました。GASAの特徴は、理念共有にとどまらず、シグナル共有を通じて実効性あるコラボレーションを推進している点にあります。今回のサミットでは、シンガポール政府が世界で初めて政府としてシグナル共有の枠組みである GSE (Global Signal Exchange) への参加を表明し、「業界連携の新しい形」の実装が進む様子が見られました。
JTSAは、会期中、パネル登壇だけでなく、GASA のリーダーシップとのディナーや会合も行い、今後の連携推進について確認しました。JTSAは引き続き、国内外の関係者と協力し、日本と海外をつなぐオンライン詐欺対策のハブとなるべく取り組みを進めてまいります。

Strengthening Global Collaboration Against Online Scams: JTSA at GASS Asia 2025
On September 2–3, 2025, the Global Anti-Scam Summit (GASS) Asia 2025 was held in Singapore.
At this event, Kiyotaka Tanaka, Director and Secretary-General of the Japan Trust & Safety Association (JTSA), participated as a panelist.
The summit was organized by the Global Anti-Scam Alliance (GASA), a non-profit organization that brings together governments, companies, academia and nonprofits worldwide to advance international countermeasures against online scams. GASA aims to foster cross-border collaboration to address the growing threats of online scams, with initiatives such as signal-sharing frameworks, joint research, and global conferences.
As the first GASA Associated Organization in Japan, JTSA is working to establish itself as a hub that connects domestic and international stakeholders. Participation in this year’s summit was part of that mission.
On the second day, Kiyotaka joined the panel discussion in the workshop themed “Safety by Design.” He introduced Japan’s multi-stakeholder initiatives, including efforts driven by JTSA to embed protections against scams at the design stage of services and businesses under the concept of “Trust & Safety by Design.” He also presented the case of Digital Positive Action, a nationwide ICT literacy campaign led by Japan’s Ministry of Internal Affairs and Communications, carried out in collaboration with multiple industry partners.
The summit gathered leaders from governments, technology companies, academic institutions and nonprofits around the world to exchange knowledge and best practices in tackling online scams. In the dialogues, participants expressed strong interest in Japan’s approaches, such as measures to protect elderly users from scams and countermeasures against the misuse of content IP.
A recurring theme across all sessions was the need for industry collaboration. What distinguishes GASA is its ability to move beyond sharing principles and to realize effective cooperation through signal sharing. A major highlight was the announcement that the Government of Singapore will become the first national government to participate in the Global Scam Exchange (GSE), marking a concrete step toward a “new model of industry collaboration.”
In addition to panel participation, JTSA held meetings and joined a leadership dinner with GASA team during the summit, confirming mutual commitment to strengthening collaboration going forward.
JTSA will continue working closely with both domestic and international stakeholders to serve as a hub that connects Japan and the global community in the fight against online scams.
